What should you do when your students break the rules?

I will ask my students first why they break the rules,
suggest them and tell them don’t do it again.
Finally, if my students still break the rules I have to punish them in the properly way
such as confiscating the tablet one week, doing many home works or cleaning the classroom one week.

Those from my students are suitable and fair to every student in a class.
Some students need a cell phone in a class and want it to be permitted, but some

At my beginning of the class, I will let my students
make the rules together such as don't be late,
don't use mobile phone, don't speak aloud etc.
If my students break the rules the first time,
I will warn them. Next time I will punish them.
And the last time I will cut them the points.

Well, breaking the rules is not always a bad thing
I actually do it myself most of the time and would honestly encourage people to do so
The reason is because people who like to break the rules are tend to be more creative
In this case, it depends to the rules itself as well
I'd make sure my rebellious students understand what the rules stand for
rules are made to ensure everybody is going be alright living together
So if breaking the rules doesn't change anything or harm anyone, I'd just be cool about it and grin at my students secretly
